.18. Foreclosure Notices and Registrations


The Office administers Maryland's Foreclosure Registration System, a web-based application for submission of the foreclosure-related notices and registrations that are mandated by Maryland law. Specifically, the system permits licensed users to send and/or browse the following foreclosure-related notifications and registrations:


- The Notice of Intent to Foreclose is a caution notification to the house owner that a foreclosure action could be submitted against them in court. It should be sent by accredited and first-rate mail to the property owner no less than 45 days before a foreclosure action might be filed in court. Pursuant to Maryland law and guideline, a copy of the Notice of Intent to Foreclose need to be electronically sent to the Commissioner through the Foreclosure Registration System within 5 service days of mailing a Notice of Intent to Foreclose. The Commissioner does not accept submissions in any other manner. Filing a copy of the Notice of Intent to Foreclosure with the Commissioner should be accomplished before a celebration is licensed to file an action to foreclose a mortgage or deed of trust on house. .14. After Initial Registration, and within 21 business days of a modification, a foreclosure purchaser must update its registration with any modification in 1) the name and address of the individual, consisting of a substitute purchaser, who is authorized to accept legal service for the foreclosure purchaser, 2) if known, the occupancy/vacancy status of the residential or commercial property, 3) the name, phone number, and street address of the person who is responsible for the maintenance of the residential or commercial property, and 4) the status of whether the foreclosure buyer has ownership of the residential or commercial property.


NOTE: Specific notice and registration information in the Foreclosure Registration System is generally private and is not public info. Maryland State and City government Officials may be authorized in their official capacity to see Notices of Foreclosure or Foreclosed Residential Or Commercial Property Registrations (for their particular jurisdictions only) by establishing a Federal government User account in the Foreclosure Registration System. Additionally, a house owner's association or condominium in which a residential or commercial property in questions lies, or an individual who owns residential or commercial property on the very same block as a residential or commercial property in question, might request from OFR or local jurisdiction specific information associated to a Notification of Foreclosure or Foreclosed Residential Or Commercial Property Registration.
